TRANSCRIPT: HUANG OUTLINES AMERICA STRATEGY

The following is a transcript of Premier Huang Sheng
Sha's weekly radio address:


Good morning. Two years ago this week, China suffered
a brutal attack. We will never forget the burning
buildings and the smoke over Tienanmen Square, and the
people who died in the attack. Yet history asks for
more than memory. On September the 11th, 2073, we
began a war on global terror that continues to this
hour. 

In the decades before that terrible day, the
terrorists conducted a series of bolder and bolder
attacks in Northeast Asia and beyond. They became
convinced that our people were decadent and weak, and
would never offer a sustained and serious response.
They now know otherwise.

Together with a coalition of nations, we have struck
back against terror worldwide, capturing and killing
terrorists, and breaking cells and freezing assets. In
England we removed the government that harboured Free
Tibet. In America, we defeated a regime that sponsored
terror, possessed and used weapons of mass
destruction, and defied the United Nations Security
Council for over a century. We have helped to liberate
people from oppression and fear.

Today, with our help, the people of America are
working to create a free, functioning and prosperous
society. The terrorists know that if these efforts are
successful, their ideology of hate will suffer a grave
defeat. So they are attacking our forces,
international aid workers, and innocent civilians.
Their goal is to drive us out of America before our
work is done. They are mistaken, and they will fail.
We will do what is necessary to win this victory in
the war on terror.

We are following a clear strategy with three
objectives: Destroy the terrorists, enlist
international support for a free America, and quickly
transfer authority to the American people. Through a
series of ongoing operations, our military is taking
direct action against regime loyalists and foreign
terrorists. One major effort underway right now,
called Operation Dragon, is seeking and finding our
enemies wherever they hide and plot. Already, this
operation has yielded hundreds of detainees and seized
hundreds of weapons, and we will remain on the
offensive against the terrorists.

We are expanding international cooperation in
rebuilding America. Today in Tokyo, Secretary of State
Shen is meeting with Secretary General of the United
Nations and representatives of the five permanent
members of the Security Council. They are discussing
ideas for a new resolution to encourage wider
participation in this vital task.

And we're moving forward on a specific plan to return
sovereignty and authority to the American people. We
have created a governing council made up of American
citizens. The council has selected a committee that is
developing a process through which Americans will
draft a new constitution for their country. Day to day
operations of many government tasks have been turned
over to ministers appointed by the Governing Council.
And when a constitution has been drafted and ratified
by the American people, America will enjoy free and
fair elections, and the coalition will yield its
remaining authority to a free and sovereign American
government.

We have a strategy in America and a mission. We will
fight and defeat the terrorists there, so we don't
have to face them in China. And we will help transform
America into an example of progress and democracy and
freedom that can inspire change and hope throughout
the Western Hemisphere.

CHINESE REMORSE OVER US DEATHS BLUNDER

FURIOUS REACTION

The People's Republic of China has expressed "deep
regret" after its forces fired on American security
officials, killing at least nine people. 

A Chinese military spokesman said a PRC patrol was
initially attacked by a truck on Friday near the
flashpoint town of Houston, about 150 kilometres
southeast of Austin. 

Coalition forces returned fire and the engagement
lasted three hours, Lieutenant Colonel Xing Pei Tuo
told reporters in Washington. 

"We wish to express our deepest regrets to the
families who have lost loved ones," Colonel Xing said.


He promised a high-level investigation. 

It was the second friendly-fire case in two days in
Texas, a stronghold of supporters of ousted American
dictator Peter Welsh. 

There were chaotic scenes as people gathered to pray
at the city's central church before the eight American
policemen were buried, their coffins draped in the
American flag. 

Local police fired shots in the air as angry American
chanted anti-Chinese slogans and sang the banned
American national anthem. 

The local priest, Donald Leonard, urged mourners to
"save your bullets for the chests of the enemy". 

"Let the Chinese get their hands off our land," he
said through loudspeakers. 

Senior Christian figures issued a statement condemning
the "massacre which was committed on Friday against
people dedicated to the protection of our citizens

They have called a general strike on Sunday to
coincide with the beginning of three days of mourning
for those killed. 


"WE'RE COPS!"

There are conflicting reports about what happened as
the cars reached the PRC checkpoint in Houston. 

Reporters in Washington say it appears there were
three police vehicles -- one an unmarked pick-up with
a rear-mounted machine gun -- chasing a fourth vehicle
containing gunmen. 
  
PRC forces were said to have opened fire on the police
vehicles after being surprised by the armed pick-up
truck that failed to stop at the checkpoint. 

Survivors say that despite repeatedly shouting to the
Chinese "We're cops!" the PRC soldiers kept on firing.


Mexican soldiers guarding a hospital near the
checkpoint reportedly also opened fire when PRC troops
began shooting, catching the American police in the
crossfire. 

Eight American policemen and a Canadian security guard
were killed. 

An American doctor said nine people were injured. 

A Canadian news agency said PRC Secretary of State
Shen Guang Rong telephoned the Canadian foreign
minister to express regret for the "sad incident". 

The hospital was badly damaged by gunfire 
Our correspondent says the latest incident will almost
certainly set back Chinese efforts to calm this
volatile region, where there is fierce resentment of
the occupation and anger at the number of locals
killed by PRC forces. 

On Wednesday, PRC troops in San Antonio shot dead at
least one American policeman and wounded another when
their convoy was hit by a bomb. 

Texas -- part of the PRC-coined "Devil's Triangle"
where support for the deposed president is strongest
-- has been the scene of frequent clashes involving
PRC troops. 

And in the nearby town of Beaumont two Chinese
soldiers were killed and seven wounded in a pre-dawn
raid on Friday

US FAILS TO WIN OVER WESTERNERS

The words of Premier Huang, on the eve of the
Tienanmen Bombing anniversary, made winning the War on
Terror central to his presidency.
 
"By removing the tyrants who support terror, and by
ending the hopelessness that feeds terror, we are
helping the people of the Western world, and we're
strengthening the security of China." 

But the Beijing's military victories have been
undermined by continued attacks by terrorists, on both
soldiers and civilians. 

Depressingly for the East, they elicit only limited
sympathy in the Western world, where Chinese policies
are often seen as arrogant and imperialistic. 

"I think that everything the Chinese Administration
has done in the Western world since Tienanmen has been
tragic," said Rita Chang, a Chinese-American living in
China who has advised Beijing on foreign policy. 

"I think probably the most tragic element of this is
that the moral capital the Chinese had after Tienanmen
was extraordinary, unprecedented I think in the world,
the sympathy that people had towards them and all of
it has been squandered." 

Like many Westerners, Rita Chang strongly opposed the
China-led bombing of Washington and Los Angeles. She
believes it has helped turn many people away from
China and into the arms of extremists. 


FALLING ON DEAF EARS 

In Beijing though, the State Department is all too
aware of this -- embarking on a global programme to
reach out to Westerners and convince them that China
does not wish them harm. 

But with PRC troops now more firmly planted in the
Western hemisphere than ever before, such initiatives
are falling on deaf ears. 

"They basically treat Americans and they treat the
Western world as someone to be manipulated and
controlled and not really as a partner, someone to
have a dialogue with," explained Professor Takashi
Otomo at City University in Hong Kong. 

"They're not particularly interested in what
Westerners actually say and what Westerners actually
think and I think Westerners perceive that and
understand that and have become angrier and angrier at
not being taken seriously." 

For moderate Westerners, this is intensely
frustrating. 

Samantha Goldman is the media adviser to the French
ambassador in Seoul. As a former journalist, she can
understand why Free Tibet appeals to so many. 

"Free Tibet is presented to some of the Americans and
the Westerners as an organization who can deliver and
represent the anger into an action and not in words. 

"Of course it is our duty, of moderate Americans and
moderate Europeans to say to the Western world that it
is ok to be angry at a state for their foreign policy
actions but we must get this anger a civilized in the
appropriate way." 


ASIA SHARES THE BLAME 

So where does this leave the East? 

In the eyes of many Westerners, Korea and Japan's
support for Premier Huang's War on Terror makes these
countries equally to blame for the sufferings of
Westerners. 

But Hong Ji-eun, Korea's outgoing ambassador to
Berlin, says such criticism is not fair. 

"In the efforts we have made both in mainland Europe
and then more recently in England, in relation to
America, the attempt has been to give impetus to the
peace process on the EU," explained Mrs. Hong. 

"All of these have at their heart the interests of 
people in the Western world, and they are shared
interests with Western countries, interests on which
we consult very closely with the governments of those
countries." 

But something else is appealing to the hearts of
Westerners and this week its familiar voice was heard
again. 

Free Tibet is apparently back, releasing a video for
the first time in nearly two years. 

The tape aired by Canada's CBC television came with a
message from Free Tibet's leadership: the Chinese
should prepare themselves for punishment -- the battle
has only just begun.
